Two different wastewater streams, not one combined problem

A facility such as a garment factory, industrial plant or large institutional campus frequently generates two distinct wastewater streams that should generally be kept separate: industrial process effluent (from manufacturing, washing, dyeing or other process activities, depending on the industry) requiring an ETP, and ordinary domestic-type sewage from staff toilets, canteens and similar facilities requiring an STP. Treating these as a single combined stream through one treatment system — rather than recognising them as needing separate, differently designed treatment processes — is a common design mistake that can compromise the performance of both.

Why combining the two streams generally causes problems

Industrial effluent characteristics (which can include specific chemicals, high or variable organic loading, or substances that are actively harmful to biological treatment processes depending on the industry) are often incompatible with the biological treatment processes an STP relies on for domestic sewage — introducing industrial effluent into a biological STP process can disrupt or kill the microbial population the STP depends on, degrading its performance for the domestic sewage it was actually designed to treat. Conversely, designing a single combined system to handle both streams' worst-case combined characteristics is often considerably more complex and costly than operating two appropriately sized, separately designed systems for their respective streams.

Assessing whether your facility genuinely has both streams

Before assuming both an ETP and an STP are needed, it is worth mapping the facility's actual wastewater sources: does the facility have significant industrial process wastewater generation (which varies enormously by industry — a garment/textile dyeing operation, for example, generates substantially different effluent from a purely assembly-type manufacturing facility with minimal water-based processes) in addition to staff sanitary facilities generating ordinary domestic sewage? Facilities with minimal industrial process water use but a meaningful staff headcount may need only an STP, while facilities with significant process effluent but very few staff facilities may have a much smaller domestic-sewage component that could, in some cases, be handled more simply — this assessment should be done specifically for the facility rather than assumed from its general industry category.

Design and space planning implications of running both

Where both are genuinely needed, planning for two separate treatment systems (even if co-located on the same site) from the facility's initial design phase — rather than retrofitting a second system into a site that was only planned around one — generally results in better space allocation, more logical wastewater routing (keeping the two streams properly separated from generation point through to discharge), and clearer operational responsibility for each system. Retrofit situations, where a facility later needs to add an STP to a site originally designed only around an ETP (or vice versa), are considerably more constrained by existing site layout and often result in a less optimal design than would have been achieved with combined planning from the outset.

Compliance implications of the two-stream approach

Bangladesh's Department of Environment (DoE) discharge standards and compliance requirements can differ between industrial effluent and domestic sewage discharge, and a facility's environmental clearance conditions may specify requirements for each stream separately — maintaining clear separation between the two streams, each treated to its own applicable standard and monitored/reported accordingly, is generally the more defensible compliance position compared to a combined system whose output may be harder to clearly attribute to either applicable standard during an inspection or audit.
