Budget realities shape what is actually practical

Government and low-fee schools in particular often work with tight facilities budgets, and a treatment approach that is durable and low-maintenance — even if its initial cost is not the cheapest option available — can be more sustainable over several years than an inexpensive system that requires consumables or servicing the school cannot reliably keep up with. Considering total cost over the system's working life, not just the upfront price, is worth factoring into the decision explicitly.

Testing before deciding what treatment is needed

As with any building, the appropriate starting point for a school evaluating its water supply is testing the actual source — whether tube well, municipal supply, or both — rather than assuming what treatment is needed based on the building's location or general reputation of the area's water quality. This is particularly relevant where arsenic is a regional concern, since arsenic cannot be detected by taste, smell or appearance and requires an actual test to confirm.
