Making the comparison honestly, using your own numbers
A fair comparison between the cost of proper water treatment and the cost of skipping or under-investing in it should attempt to account for these downstream costs specifically for your own situation — realistic appliance replacement frequency, any known or reasonably estimated health-related costs relevant to your specific source water's test results, and for commercial/industrial settings, actual energy and equipment-maintenance cost trends — rather than comparing only the visible upfront treatment cost against an assumed-zero cost of doing nothing, which is rarely an accurate picture of the actual total cost involved.
