Why commissioning is a distinct step from installation

Physical installation of a water treatment plant — equipment placed, piped and electrically connected — is a necessary but not sufficient condition for the plant actually performing as designed. Commissioning is the distinct process of testing, adjusting and verifying the plant under actual operating conditions before it is formally handed over for routine use, and rushing or skipping this step is a common reason new plants experience unexpected problems in their first weeks of operation that a thorough commissioning process would have caught before handover.

Verifying actual performance against the design specification

A properly commissioned plant should have its actual measured output — flow rate, and where relevant, specific water-quality parameters (TDS reduction for RO, iron removal for iron-removal media, and so on) — checked against the design specification under realistic operating conditions, not just a brief initial test run. This verification should use actual measurement (flow meters, TDS meters, or laboratory sampling where appropriate) rather than relying on equipment nameplate ratings alone, since actual installed performance can differ from theoretical rated performance due to installation-specific factors.

Testing under realistic, not just ideal, conditions

Commissioning should include testing the plant under conditions that reflect actual expected operation — including, where relevant, peak demand periods, and for systems with variable feed-water quality, testing across the range of conditions the source water is actually expected to present, rather than only under the single best-case condition present during a brief commissioning test window. A plant that performs adequately during a calm commissioning test but has not been checked against realistic peak or worst-case conditions may reveal problems only once genuinely stressed during normal operation.

Control systems, alarms and safety interlocks need explicit verification

Where a plant includes automated controls, alarms or safety interlocks (low-level cutoffs, pressure safety switches, and similar), commissioning should explicitly test that these actually trigger correctly under the conditions they are meant to protect against — not simply confirmed present on paper, since a safety interlock that fails to trigger when actually needed provides no real protection despite being technically installed. This is a step that is sometimes skipped under time pressure but is directly relevant to both equipment protection and, in some cases, personnel safety.

Documentation and operator handover are part of commissioning, not an afterthought

A complete commissioning process concludes with documented results (what was tested, what was measured, against what specification) and a proper operator handover — training whoever will actually run the plant day to day on its controls, routine maintenance requirements, and what to do if a specific alarm or problem occurs — rather than simply leaving an operating manual behind without direct explanation. A plant handed over without this documented verification and operator training is more likely to develop undetected problems or be operated incorrectly in ways that shorten equipment life or reduce treatment effectiveness.
