Why plant site selection deserves deliberate attention, not default placement
On many properties, the location for a water or wastewater treatment plant is decided somewhat by default — whatever space happens to be available or considered less valuable for other uses — rather than through deliberate assessment of what location actually best serves the plant's specific operational and access requirements. Given how long a treatment plant typically remains in a fixed location once built, a site decision made mainly by elimination (whatever space is "left over") can create ongoing operational inconvenience or cost for the plant's entire working life.
Proximity to the source and to points of use affects piping cost and losses
A plant site's distance from both its water source (a tube well, a municipal connection point) and the points where treated water is actually needed affects piping cost, pressure losses over longer pipe runs, and in some cases the practicality of maintaining adequate flow to distant points during peak demand. While a plant does not need to be immediately adjacent to either its source or its points of use, excessively long distances in either direction add real, ongoing cost and complexity that should be weighed against whatever space or other considerations are driving a more distant site option.
Available utility capacity at a candidate site is worth confirming, not assuming
A candidate site's available electrical supply capacity, and road or vehicle access for equipment delivery and future major maintenance, should be explicitly confirmed rather than assumed adequate — a site that looks otherwise suitable but has limited electrical capacity or difficult vehicle access can add significant unplanned cost (utility upgrades, specialised delivery arrangements) that a proper site evaluation, done before the location is finalised, would have identified and allowed to be weighed against alternative candidate locations.
Ground conditions and flood risk deserve specific site-level assessment
As touched on in our civil-works cost article, soil bearing capacity and groundwater level directly affect foundation and tankage construction cost and feasibility at a specific site location — and for sites in flood-prone areas (relevant to much of Bangladesh, as covered in our flood-season contamination article), plant siting should specifically consider flood risk, potentially favouring a location with somewhat higher elevation or a design accounting for flood protection (raised equipment platforms, flood-resistant electrical installation) where a genuinely flood-safe location is not available on the specific property.
Access for both routine operation and periodic major maintenance
A plant site needs to allow not just routine operator access but also periodic major maintenance access — the ability to bring in a crane or delivery vehicle for eventual major component replacement (a large pump, a membrane skid replacement, tank relining), which is easy to overlook if a site is chosen based only on routine day-to-day access convenience without considering these less frequent but genuinely necessary larger maintenance events over the plant's working life.
Distance from sensitive neighbours given noise and odour considerations
As covered in our noise-and-odour-control article, plant siting relative to nearby buildings, neighbouring properties or sensitive facility areas (offices, residential areas within a larger site) is a genuine consideration, particularly for plants including noise-generating equipment or biological treatment processes with inherent odour potential — siting a plant with some reasonable distance or with terrain/structure providing natural noise and odour buffering from the most sensitive nearby areas can reduce the need for more costly engineered noise/odour controls later.
A reasonable process for evaluating candidate sites
Where a property has more than one plausible location for a new treatment plant, evaluating candidates against these specific factors — proximity to source and use points, ground/flood conditions, ongoing and major-maintenance access, and distance from noise/odour-sensitive areas — provides a more defensible basis for the final site decision than simply choosing whatever space seems otherwise unused or lowest-value for other purposes, particularly given how difficult and costly relocating an already-built plant would be if the initial site choice turns out to create significant ongoing operational problems.
Future expansion space should factor into the initial site decision
As covered in our scale-up planning article, if future capacity expansion is a plausible consideration for the facility, the initial site decision should account for whether adequate adjacent space exists for that future expansion, since a site chosen without this consideration may prove too constrained to accommodate later growth even if the plant's initial capacity and location were otherwise well chosen for current needs.
A site visit and walk-through beats relying purely on a drawing or description
Wherever practical, an actual site visit and walk-through of candidate locations — rather than deciding purely from a site plan drawing or written description — surfaces practical considerations (actual vehicle access conditions, visible drainage patterns during rain, proximity to specific activities or occupants that a drawing alone would not convey) that meaningfully inform a better-grounded final site decision than paperwork-only evaluation alone.
Security considerations belong in the site evaluation alongside technical factors
For facilities where water treatment infrastructure represents a significant asset or a critical operational dependency, site security — controlled access preventing unauthorised tampering, adequate lighting, and visibility from occupied areas of the property — is worth including explicitly in the site evaluation criteria alongside the more purely technical factors already discussed, rather than treated as a separate concern addressed only after the core site decision has already been finalised on technical grounds alone.
Documenting the site-selection rationale supports future decisions too
Recording the reasoning behind a final site selection — which factors were weighed, what alternative sites were considered and why they were not chosen — provides a useful reference if the facility later considers relocating, expanding, or explaining the original decision to new management or ownership, rather than leaving the original site rationale as undocumented institutional knowledge that is easily lost as staff and ownership change over time.
Environmental clearance requirements can themselves influence acceptable site options
For facilities requiring Department of Environment clearance, certain siting requirements (setback distances from specific sensitive features, for example) may be specified as a condition of that clearance, meaning site selection should be checked against applicable environmental clearance requirements early in the process, rather than finalising a preferred site on purely operational grounds and only later discovering a regulatory setback or condition that rules it out or requires costly modification.
Involving the eventual plant operator early in site evaluation surfaces practical concerns sooner
Where the person who will eventually operate the plant day to day is identified early enough, involving them in reviewing candidate sites — not just the design engineer or project manager — often surfaces genuinely practical operational concerns (a site that looks fine on paper but would mean an inconveniently long daily walk between two frequently checked points, for example) that someone focused mainly on technical and civil considerations alone might reasonably overlook.
