Borewell vs WASA Supply: Comparing Water Sources in Bangladesh

A private borewell (deep tube well) and a municipal WASA connection are not simply two versions of the same thing — they are different water sources with different typical contamination risks, different reliability characteristics, and different practical considerations for a property owner. A borewell gives direct control over the source but places the responsibility for water-quality management (testing, and any needed treatment) entirely on the property owner, since there is no municipal treatment step upstream. A WASA connection benefits from municipal treatment before it reaches the property, but supply reliability and consistency (pressure, intermittency, occasional supply interruptions) are outside the property owner's control.

Borewell water quality in Bangladesh commonly involves elevated iron, and depending on aquifer depth and location, arsenic risk that must be confirmed by testing rather than assumed either way. A private borewell, properly maintained, generally offers more consistent supply availability (subject to the aquifer itself and pump reliability) than municipal supply, which can experience scheduled or unscheduled interruptions, pressure variability by time of day, and area-specific supply limitations during peak demand periods. This reliability advantage is a genuine, separate consideration from water-quality — some properties maintain both sources specifically to have a backup during WASA supply interruptions, using the borewell as a secondary rather than primary source.

Beyond WASA's metered tariff versus a borewell's upfront drilling and pump cost, ongoing costs differ in less obvious ways — a borewell requires the property owner to bear the full cost of any water treatment needed (since there is no municipal treatment step to rely on even partially), while WASA-supplied water's treatment cost is embedded in the utility tariff. Electricity cost for pumping (which a borewell requires directly, while WASA supply may or may not depending on building height and whether a booster/overhead-tank pump system is used) is another cost that should be factored into a genuine comparison rather than comparing only the headline water cost per unit volume.

Rather than treating this as a binary choice, many properties in Dhaka and other cities maintain both sources where feasible — using WASA as the primary supply (given the treatment step already applied) and a borewell as a backup for supply interruptions, or vice versa depending on local WASA reliability and borewell water quality in the specific area. Whichever combination is used, the practical decision that actually protects health is the same regardless of source: test the water that is actually reaching your tap, treat according to what that test shows, and retest periodically rather than assuming either source is a permanently fixed, known quantity.
